Yesterday, a friend tried activating a temporary card at a Target store that does not sell them, it had worked there previously but this time the registers would not recognize the barcode and allow it. It's not a big deal here since there is a store that sells them within 50 miles, but it may be something to keep in mind if you don't have a selling store nearby.
One good reason not to allow - how can you scan something if it weren't officially 'blessed' for that store? Another question could arise - how did a product not stocked at a store end up there? From a company standpoint, both point to potential shady practices occurring which could not be good for this community.
