They are transferable and can be used on a flight from the US to Mexico. You don't have to buy full fare, there are many other fare classes besides the ones excluded. At aa.com, if you're searching by price and schedule, if you click on flight details for any of the options given it will display the booking code. If the fare is in one of the excluded classes, you can put it on hold, then call AA and have it upfared to an eligible fare code.
Specifically, the lowest cost BXP1-eligible fare codes are G and V.
You should probably call the AA Meeting Services dept. to upfare, as they are the ones you will have to talk to anyway to request/confirm the upgrade.
