Data point 3/6/15: loaded $359 on my Redcard using a CC. Purchased my Redcard a month or so ago at the Menifee, CA Target in Riverside County. Loaded it today at the Oceanside Target on El Camino Real in San Diego County. Loaded it at the CS desk; rep asked for i.d. and compared it to both the CC and the Redcard.
I've loaded my Redcard at the CS desk at two different Targets in San Diego North County, without any problem.
