Tom Jobim even wrote a song about the rain in March called "Aguas de Marco"
which goes:
"It's the waters of March closing summer
It's the promise of life in your heart"
so yes, expect rain and overcast and not great beach weather, but enough non-rain time to see sights, although maybe not the clearest views from the heights (the Cristo, Sugarloaf).
