Same with Ryanair, though the extra bit of hand luggage applies to all fares. You buy a seat (fairly cheaply, IMHO) in advance for the priority boarding, to guarantee a space for your main bag (though on full flights between LPL and VNO, everyone seemed to be able to bring their bags on board).
