You would ask for it by calling the Mileage Plus service center number on the back of your elite card.
But United's policy when you end up on other United flights even due to IRROPS is to credit miles for flights actually flown regardless of the original ticket.
You might get some sympathy as the delay prevented you from getting to your original destination.
