Set phone (if you can) to 2G only: connect to Smartone; verify you have GPRS data (if not ensure you are using fast.t-mobile.com as APN)
Once on Smartone, set phone back to 3G/Auto. I tested this two weeks ago in HK when also seeing similar issues.
On Malaysia (I'm there end of the month) I've not tracked latest on roaming carriers there; if you can comment back once there on who is working for roaming for you it would be helpful for the Wiki.
I'm getting HSPA on the MY MAXIS network in Penang, Malaysia. None of the other networks would connect.
I will be transiting via Hong Kong tomorrow and will try the Smartone trick in the interests of science
Added: Could not get a network connection on Smartone with the phone in GSM mode or LTE/HSPA mode
