At the OAKS property, there is no buffet option at all. It is valid at the White Oak Restaurant, which is connected to the hotel, but also to the mall. It was a very nice restaurant though, with very excellent breakfast options. The vouchers are good for the continental option (which has no presence on the menu, and will just be told to you by the waiter) OR for $21 toward the menu. Almost everything on the menu was less than $21, but if you get juice ($7) or coffee ($5?) then that could push it over. The continental includes both juice and coffee, plus a pastry, and oatmeal or cold cereal. They also let us use the remainder for tip.

Each platinum breakfast voucher (the silver SPG breakfast card) is good for 2 people. We were given 3 of those cards, valid in total for 6 people. There were 4 people in one room, and 2 in the other, so 6 total people. The gesture of the extra breakfast card was given because they didn't want to let us have a suite for one night and switch rooms. (Didn't really need a suite at all anyway, but leveraged that for another breakfast voucher, and she was more than willing)
