Just noticed this: the "expiration date" (poor choice of words) is actually the last "travel date", not the last "buy" date.
The fact that a fare has an "expiry date" (which, as you say, is the last outbound travel date) isn't a completely reliable indicator as to what is a sale fare and what isn't.
In BA ex-London fare listings, one better indicator is that a fare basis that contains "UK" is usually a sale fare, while a fare basis that contains "GB" is usually a year-round (ie non-sale) fare.
