While I haven't reviewed this proposed Thai legislation, I am fairly certain that it will proscribe restrictions, and define associated punishments: fines, prison time, on the use of technological solutions (VPN, encryption, etc.) to bypass government restrictions.
As Martial Law remains in effect throughout the entire country there is currently no need for the authorities to require a warrant for any type of search. This sort of legislation, along with many, many, many other similar "laws" is deemed necessary to protect the sanctity of the Kingdom, when/if Martial Law is relaxed.
