Yes, indeed. At least that'd introduce certainty to the situation.
Until then, I think a cooling off period is helpful.
Or they could include airline GC as a reimbursable fee.That would make their card so much more appealing. Not everyone will get the card because there is still a fee (and not everyone finds the same value as frequent flier folks), and the process sure won't as annoying as it is now.
