Yes. This is not like Amex Plat or Chase Ritz that you have to use it on incidental fees, this actually is for any airlines fees including airfare. So buying a gift card is not needed if you have at least 1 planned flight that cost more than 250.
I did indeed buy a gift card on December of 250 dollars and received the refund on my statement closing date.
