Definitely unofficial, but established practice. A few of my friends experienced this, and one or two or them, though granted they were children of more well-known people, were automatically invited as well. However keep in my they all travelled heavily on Cathay in the year or two prior to turning 18. (Almost every month both short and long haul, mix of Y and J fares, but not full fares. They would've reached either Silver/Gold if they were 18.)

At least two instances I know where they were automatically Silver and Gold.
