Nor told this in ~3 yrs, ~8 successful citi HHonor cc bonuses.
Has this always been threatened-but-never-actuated?

I think it's new. Citi has been gradually eliminating the churnability of their cards, and it appears HHonors may be next on the chopping block.
I just applied for my wife and myself on Friday. I'll report back if I get the bonus, but that won't be until the first statement closes.
