Appointment of kempis and ScottC to fill the two vacancies. Kempis was the unsuccessful candidate in the 2003 election with the highest votes. ScottC withdraw from the 2003 election while it was in progress, and I assume received more votes than the unsuccessful candidate with the second highest votes.
