Yeah I know the wiki says that Citi Visa charges now. But when I did it for November (1-5) it was not updated at that point in time. Also, I have been using my Citi Visa for months now loading serve. Citi unable to credit me the the CA fee as it is the merchant? Serve? charging me the CA. Citi advised me to have Serve revert the charges to purchase in order for them to credit me back the CA fee.

The wiki has been updated with the information that Citi Visa cards post as CA for about a month.
Regarding the fee, you might have to just eat it, but trying a to talk to a couple more reps probably won't hurt.
