Cash advances start charging interest from the transaction date, so it's irrelevant whether or not you've carried a balance.

I agree that payments should apply in that way, and indeed the CARD act requires it -- for personal cards only. The Chase Ink cards are business cards, not regulated by the CARD act. People may not be expecting them to work differently, and that's why I posted that.

From the card agreement:

You agree that we are authorized to allocate your payments and credits in a way that is most favorable to or convenient to us. For example, you authorize us to apply your payments and credits to balances with lower APRs (such as promotional APRs) before balances with higher APRs.
