There are multiple reports of Citi and BoA charging CA fees, but someone edited the Wiki to take those out.
I think its better if people mention the specific cards within the bank instead of lumping them all into one. For instance Citi cards seem to be split on CA charges between Visa/MC. I don't think its too hard to ask for people to post their specific card that got CA charges so we can weed out the cards that work and don't work.
