Your assumption is incorrect, also in terms of "Lucky".
So far, there have been plenty of reports of Cash Advance limit being Zero blocking load, but no actual CA fees has been reported.
There are active discussions on people calling in and trying to raise their CA limit to above zero to enable loading again.
