I got a code 12 at the regular register and says Debit not approved while loading OV. I bought a $5 WM GC just to see if would go through and changed payment to Debit. It went through so I suspect that if there's a block it is strictly for loading to BB/Serve but not for payment for regular merchandise.

I chanced upon Kate when she wasn't busy and she took my $495 OV. Seems they haven't re-programmed her yet so I'll continue to monitor.
