It does work for non-Amex issued Amex cards. Citi Amex cards code as cash advance. You can work out the rest for yourself

Also IME it is handled by same group that handles Amex GC's and the order limits are combined so if you do $5k GC's and then try to buy $5k TC's the latter will be declined
