There are two distinct types of kiosks. Some for Global Entry users and some for ESTA users. The latter are new and require you to use the kiosk and then see a CBP agent. The former have been around for some time and enable eligible users to bypass seeing a CBP agent entirely.

The confusing thing is still where these machines can be used by ESTA holders. The kiosks have been around for a while for US citizens and residents (?), but I don't think they were open to ESTA people till recently.
It would be interesting to track where people have succeeded with these.
