No taxi driver will be inclined to jump the rank so unlikely you'll get one accepting the booking - could ask driver on rank if they'll accept Hailo payment (if so equipped), but given they have to give a cut of fare away and there'll be another pax along shortly I wouldn't be too hopeful. Saying you'll put tip at 15%+ may change their view though
While they're obliged to accept pax from rank I don't believe they have to accept non-cash payment
