It seems like you're right. I just called recon again, and this time they actually told me that that there was some technical problem and my credit report hadn't even been pulled yet. The recon rep said she referred my app to a manager, but it still might take some time (24 hours) before there was any update.
Update: I called recon again this morning, they said that "another department" was working on my application and transferred me over. The rep then reviewed my application and was able to approve it, and also confirmed the 100k miles and $200 statement credit.
Good news for the those of us who applied yesterday!
