Sure it's 2 separate things, but why are they telling him about the package at 1 am? I'd be annoyed too, if I called about noise and they said oh, by the way a package was delivered for you hours ago and you owe us $6 handling fee. Why mention it then? For that matter, why mention the handling fee at all? Just say, oh, I'm not sure you were notified, but we have a package for you and you can pick it up (where ever they hold packages).
