Two unrelated items:

1. Neighbor noise. You tried self-help and it didn't work, so you called the FD and they fixed it. Not much more to be done in life. Mistake here was getting dressed and trying the self-help route.

2. Package fee. More and more properties now assess fees because they use a contracted service to maintain packages and because sales people use properties as delivery addresses to avoid drayage fees assessed by resort and convention properties. If you asked if there was a fee before having a package delivered and were told no, the property ought to credit it. If you didn't, it's no different than people who kvetch about room service surcharge delivery fees after the fact.
