Signature is supposed to be supported for attended transactions per Visa/MC merchant agreement, so if signature is at the top the only time PIN should be asked for is at unattended kiosks.
Could either be because of unattended kiosks or because practically, we all know that not everywhere is this really the case. (Even though it should be.)
