You can't have avios earned from a UK BA amex deposited into a BAEC account registered in the US. As you have been told the avios will be held and will not be deposited in your account until you move back to the UK. It's just how it is. BAEC has exclusive agreements with credit card issuers in various countries and apparently is unwilling based upon those agreements to allow people to earn in multiple countries.
