Just applied and approved for #6, again at the 63 day mark. For apps 4 and 5 I had to call in and only got 5K limit. For #6 I was approved right away with a CL of $30,500 (!!!). I should note that a couple of months ago I took all my still-open Citi CLs down to $5000. Not sure if that is why I got automatically approved this time or not.

That's the benefit of reducing credit limits. Citi's system calculates the total credit they're willing to extend you, then they subtract the total credit limit you already have. When you reduce your limit on existing cards, the difference between those two numbers is larger, and it's easy for the system to approve you automatically (and with a higher credit limit) without a human review.
