I don't see why you couldn't file. However, from personal experience, Visa is a nightmare to file any claims through. It takes a lot of paperwork and a lot of time.
That's why I have switched to American Express as my primary card. I cracked my Nexus 5 screen and they refunded my money under purchase protection in under a week without any paperwork more than a message starting the claim.
