Yes, that looks to be the case. Indeed, some have discussed buying a full-refundable ticket as a way to trigger a voucher in cases where people could not otherwise achieve the spend. Once the voucher has been issued, the ticket is cancelled and refund takes place - that means a larger spend is required in the following year.
