IME, there is a free bus (landside) connecting the terminals (I had to go from T1 to T4). It takes about 10 minutes, plus 10 minutes wait. I suppose with T3 will be something similar.
According to news reports, TAM (and American) will only move to T3 after the World Cup. The new terminal is supposed to be international-only, so I assume TAM's domestic flights will stay where they are even after their international operations move to T3.
T3 is supposed to be directly connected to T2 (and by extension T1) via moving walkways, so no need to take a bus. I'm not sure if by "directly connected" they mean both airside AND landside or landside only.

Yea... there's been no indication so far that Delta will be moving to T3.
