As someone said above, Finnair has such an app.
I can agree to some extent - passengers see existence of apps as a sign of being modern, and their view of the airline is affected by its non/existence.
Assemble some mobile webpages into an app is what most airlines do and that seems to satisfied those needs. For me that just isn't an app and not something that fills my expectations.
