Was this another rep just misinformed, or are certain offers/people/situations unable to transfer credits from one card to the next?
This has become common. It seems the computer decides whether you can move credit, how much and from which cards. I am not aware of anyone successfully forcing a different outcome if the computer doesn't offer credit shuffling.
