Definitely waitlist w $ and miles. If you don't, someone else who does might get the seat you want. As pointed out, if the int'l upgrade doesn't clear, you'll get the $/miles back. And, as also suggested, watch for R availability while you're waitlisted in case the system doesn't Lear the waitlist as it should. IMHO, putting the $/miles up ASAP is a no-brainier.
