FWIW the fee isn't even showing up in my reservation yet (since there was no place to input my age). Has negotiating ever worked, e.g. if I purchase an upgrade for $5? I've never rented with Dollar before and I have 5* status with Hertz (I use the USAA code to get around the fee with them).

Unfortunately, no. The underage fee is embedded into the system once they enter your date of birth and to my knowledge Dollar/Thrifty has no codes where they can waive the underage fee, unless you are under a corporate account, (or a Government rental & on orders) where that benefit is defined. Really if anything they could offer you a free upgrade to "offset" the fee, but that is YMMV on the agent. But I believe the underage fee is high like $27/day (depending on the local office) so you might want to make a backup reservation somewhere else.
