For private plane flights they spell it out fairly specifically. For instance at places like Wynn and MGM (e.g. Aria, Bellagio, MGM ) they base it on a minimum credit line or front money and expect you to hit a theoretical loss equal to 25% of that. The lowest level at which private flights starts used to be at $500k ($125k theoretical loss) prior to last year but now its been raised to $1 million ($250k theoretical loss) and this is just for a private plane from the west coast. In other words, it is very difficult to get a private plane comped.

For non-Vegas destinations many casinos do charter flights that are very easy to qualify for, on those even a fairly small gambler can get a seat.
