pretty sure the answer is no, unless you're a MPC DM (in which case you could use The Wing J class side as part of your DM benefits when traveling on another carrier). You will have access to The Arrival in HKIA, but obviously that's not what you're asking....
I'm not 100% thought, so I'll let someone else confirm. Maybe they've made exceptions before.
