Not true at all. One (of the 2) laptop computers that I have to carry for business purposes has a dimension of 10.25" without even putting it in the laptop case. Once in the case its now about 11.5" which exceeds the 10" portion of the Personal Size Item. The folks talking about this (which are many) are not carrying just iPads or Tablets. They are carrying 15", 17" and even larger laptop computers.
I travel with a 15 inch MB pro and ipad usually and my personal item bag (Tom Bihn Super Ego) fits perfectly. Are you talking about a bag who's width is 10.25? I've seen (have) those multi-compartment roller laptop bags that has room for files, laptop and even clothes - That is probably not considered a personal item at that point.
