Not sure what they mean by 7 days (application, approval or actual card activation?) but most likely they did not had enough time to activate AC club membership.
That is footnote 6 which relates to 'Enhanced Airport Experience with dedicated check-in and priority screening and boarding'.

There is no requirement to do anything other than show up at the AC with your card and ID. But unfortunately Citi can't stop rogue lounge dragons from making up nonsense or deciding you need 'additional required documentation'. Full text -

Only primary Citi Executive℠ / AAdvantage® World Elite™ MasterCard® cardmembers who are 18 years of age or older may receive membership privileges to the American Airlines Admirals Club® lounges. Authorized users of the Citi Executive℠ / AAdvantage® World Elite™ MasterCard® credit card are not entitled to Admirals Club® membership privileges. To access the Admirals Club® lounge, the primary cardmember must present (i) his or her AAdvantage® number, (ii) his or her current government-issued I.D., (iii) his or her open and valid Citi Executive℠ / AAdvantage® World Elite™ MasterCard, and (iv) any additional required documentation. The primary cardmember may bring as guest(s) either immediate family (spouse, domestic partner and/or children under 18 years of age) or up to two traveling guests.
