Must family member of allowed visitor be on same itinerary?

The rules say that family members living in the household (e.g., spouse) are allowed to accompany another family member who is visiting Cuban relatives. Does that mean they must be on the same itinerary? In other words, can the spouse with Cuban relatives stay longer...thus causing the accompanying (non-Cuban relative) spouse to return to the US without the "qualified" spouse?
