The Gold Family CDP 1826991 waives the underage fee and usually provides a decent discount. You must be a Hertz Gold member to use it (if you're not, easy signup link
http://www.hertz.com/goldfamily/). The only benefit of this over USAA is that you do not need to provide your social security number to anyone (USAA asks for that when signing up).
As of now, AFAIK there are no active PCs which waive the underage fee.
