I can understand the reluctance if its for status pax on discount Y tickets but I would certainly expect it from their CE product.
Not all airports offer it either. I appreciate it does come down to BA paying for it when it is offered by the airport but not provided by BA and wouldn't defend this (given the light benefits for CE as it is).
