Yes, as EXP, if you have no stickers, you need to buy them for a companion.
Personally, I did not become EXP from one day to the other. I went through GLD, then a few years as PLT. Now I go between PLT and EXP depending on work travel.
As GLD and PLT, I saved my stickers for flights I considered it worth it. I do a lot of international travel and. I did not always clear on domestic flights. For all these reasons, I do not really burn many stickers and I have a bunch that I can use when I want to upgrade a companion.
