You can definitely get a visa upon arrival in Mozambique as long as:
1- You can prove you are a tourist (accom bookings, onward flights etc.)
2- You are not from countries that Mozambique deem as problematic. This list is not official but includes: Portugal, Most West Asian countries, essentially every African country that is not part of SADC.
