Not only that. They can only be used on PAID tickets, not award tickets. No upgrade instrument on award ticket. You travel on the class you book for. period.

You need to differentiate a Paid ticket and an award ticket - they are under completely DIFFERENT set of rules.
If you are looking to book an Explorer award, then the first page rules are all you need to comply and adhere to.
The PAID RTW ticket rules have no resemblance to the Explorer award ticket rules. You would only get yourself utterly confused if you keep looking at the PAID RTW rules. Only the route map is what is pertinent in your planning.
