FAA is now saying they reviewed the ATC tapes and the pilots did not radio that they might have a problem. It's quite possible they had three green lights and had no warning when the gear collapsed.
What shows the FAA reversed itself?

WCBS report suggests FAA jumped to wrong conclusion:
"LGA general manager Thomas Bosco said the pilot did not report any problems before landing."
