That is the number of qualifications that is to be taken into account. Your case is less questionable than the following one :
- hitting the 70/90k threshold in 2004
- being given a Rouge card in March 2005, then a Platinum one in June 2005
- not reaching the 70/90k thresold in 2005
- reaching the 70/90k thresold between 1st of January and 31st of March 2006
- requalified since ever
Technically, that one did not qualify 10 times in a row but did practically hold a valid status for 10 years. That is tricky but I am pretty sure the case exists.
Try to explain that to a FB agent...
And yes, one can imagine some more complicated cases, involving both FP and FD
