I'd be surprised if there weren't for a couple of reasons - one is that the Americans with Disabilities Act may apply in a workplace setting; two is that there would need to be at least a few service elevators for practical purposes. How they are spaced and the type of access that is available (e.g., probably not appropriate/safe to be shuttling passengers through) is another question entirely.
