I agree. I am almost at 9 weeks. I was hoping to have this done before I went to Vancouver next month. I gave myself 12 weeks thinking that would be plenty of time. Particularly since my Global Entry approval took only about 10 days earlier this year.
Can't imagine what the delay is.
